How Did This Happen? Is this wrong?

Is it still happening? Should it happen?
There is a protocol for marching in procession with other flags.
So, are there any flags of countries that we are  not allowed to march in procession with?

But..., And  here is the but.
Though it is distasteful to me, maybe it is not actually wrong.
I found the protocol for carrying the flag in procession with other flags .

 Personally, I firmly disagree with any branch of our military marching in procession with  a communist country, especially one with the history of oppression that includes  human rights violations and the killing, both admitted and otherwise, of millions of its own citizens !
